Problem is, once you send it out to the group, doesn't it put the
individual names into the To: field? Therefore the reply to all goes to
them and not the group. For example if I create a group with Billie Joe
and Bobbie Sue in it called TakeTheMoneyAndRun and send it to that group
the people who receive that email will not see TakeTheMoneyAndRun in the
To:. They'll see Billie Joe and Bobby Sue in there. So if a recipient
does a reply to all, what authority they have to the group is irrelevant.

Yes, we do secure the heck out of some groups to avoid people shooting out
email to everyone. Happened after firing the entire office staff at one
location for some inappropriate email. The way we named our "all" group
put it at the top of the addresses shown when sending an email. We also
created a dummy group beginning with a zero that only goes to our BOFH so
she can enjoy their screw ups.
