Not sure this is what you're after but on the Notes client version 8.5.2
(most likely on several versions prior) that can be handled in
preferences->Calendar and To Do->Access and Delegation->Access to Your
Schedule. I'm sure there's a policy that can be set up to set that to
allow no one to see the schedule, etc. and restrict it from being changed
by the user.
