I'd make the argument that if you're having performance issues with
starting and stopping servers it would make sense for you to tidy up your
disks or buy more. You probably have other issues, but I'd get disk
utilisation under 70% if you can.

If you had 1000 drives at 86% it's not as effective than if they were at
66%.

I agree that's high but I feel that's an awfully expensive WAG. We are
talking 52 disk drives here at a very low % busy.
