It's rather tricky on what the recipients need to do. If they're web-based
public mail users (like Y!, gmail, etc...), then I don't think you'll be
able to exchange secure mail. Of course, you're talking about linking with
government mail users, right? If I were you, I would start with determining
what they will be using as their mail client (probably Outlook) and then
going from there with your testing.

Basically, the IBM technician was right. You have to export your public
keys and then they have to import that key. Then all of the s/mime is
handled at the rich client level. I can send you a doc that may be able to
get you started...

Though, as Steven Pitcher said, TLS may be a better option for you to
exchange the messages at the network protocol layer.
