It sounds like you want person to person (not server to server) encrypted
mail support between Domino and a third party email service (such as
yahoo).
Domino uses KEY based encryption service when configuring person to person
Yahoo does NOT support this , it would require another service.
Currently yahoo doesn't even support TTLS (network level encryption),
based on that I understand you desire to encrypt person to person so
message content isn't sent in the clear.
I am not aware of any x509 PKI provides for Yahoo mail, others on this
list might be,
The short answer is Domino can send the certificate but you will need an
x509 PKI service provider in yahoo to ingest it.

I opened up a ticket with IBM but apparently a title like "Lotus Notes:
Exchanging internet public key for encrypted email exchange" was too
confusing for the gentleman and after he tried to talk me into exporting
my entire key and sending it to the recipient he decided that we needed to
close this ticket and open another. So I am working on the next one. The
person assigned to that ticket said I just send off a digitally signed
email to the recipient and they import the public key and they start the
encrypted email exchange. Once I mentioned yahoo he said they don't help
with third party stuff...
