I decided to try this notes.ini entry
NSF_UpdateODS=1
instead of the old
Create_R85_Databases=1
So I deleted Create_R85_Databases=1
and ran SET CONFIG NSF_UpdateODS=1
Now the last line of notes.ini is
NSF_UpdateODS=1

These log.nsf entries were a little disconcerting
set configuration NSF_UpdateODS=1
04/20/2015 13:37:15 Create_R85_Databases changed to 0.
I verified I no longer have any Create_R85_Databases line.

Then I ran the compact:
load compact help/i400help.nsf -c
