Apparently BIRT is configured to talk to a SwingDisplayServer which again in turn brings up the Sun X11 AWT-implementation which fails on OS/400.
If you cannot make the WebSphere run without access to a GUI (check the
topic "Run on a host without GUI" in
http://publib.boulder.ibm.com/infocenter/iseries/v5r3/index.jsp, and
search also for "headless" to find the solution that works best for
you), then you may have to see if BIRT can be reconfigured to work
without access to Swing.
