Given that the first possible use would be for a smaller group of
internal users do you think that the browser and javascript requirements
might be manageable?  Any place that might quantify the support needs?

D&D is extremely dependent on modern browsers and good javascript
support. If you don't mind those requirements then D&D works quite
nicely. However, you are on the leading edge of browser support, so be
warned. http://openrico.org/rico/demos.page has a couple of examples of
drag and drop.
