I don't know how this might apply to your situation, but I got this kind
of message under V3R1 when I tried to run an ILE program that used
service programs by calling it from an OPM program. The ILE program was
compiled to use the *CALLER's access group, and evidently the required
bound call support isn't reliably there in the default access group. It
usually worked, but several times each day, it would generate this
error. I recreated the program so that it runs in its own access group
and have not had a problem with it since.
