IMNAL, but it if someone were to hide company resources (through encryption)
from a business, that person could be legally culpable for any ensueing
damages.  

Sure the controller uses the PC everyday but neither the PC or the data
belong to him, it belongs to the organization.

I disagree.  The company doesn't need to know your passwords, but it does
have a right to the data, whenever and however it asks.

BTW, there are several shareware versions of password crackers that are
widely available.   Most of them work quite well against all but the hardest
PC encryption routines.
