I create a user id for each site, with limited capability, and allow that
user id access to a menu which only has wrkwtr options for the printers they
should have access to.  

User id has no command line capabliity (LMTCPB *YES, SPCAUT *SPLCTL) and I
attach a menu with the wrkwtr and wrkoutq commands necessary.
Note that if you name your devices with a code for the site, you can use a
wildcard in the wrkwtr command, e.g., WRKWTR SITE1*,  WRKWTR SITE2*, etc.
