NLS enablement on the AS/400 is pretty good.  There is no performance hit,
but there is a storage hit.  You get a library named QSYS29xx (where 29xx)
is the national language you want.  I do some development of software that
runs in multiple languages (in this case French).  In my case QSYS2928 (the
French library) is about 191MB (V3R7).

I do hear complaints about the quality of the transilation.  The Spanish
(from Spain) last I heard (1993) complained that translation was done in
South America (e.g.: not to their liking).  The Germans claim that 'data
base faults' translates as 'data base mistakes'!

There are many ways to invoke translation.  The IBM suggested method is to
create a separate interactive subsystem which will be used in the foreign
language.  You then specify the subsystem parameter SYSLIBLE, which puts
QSYS29xx on the library list ahead of QSYSLIBL.
