Cyndi,

I just tried it on one of our boxes that is at V3R7.
I added a field to the end of the record format and 
it caused a level check.  Using the CHGPF command to add
field saves you the hassle of having to copy your data 
out and back in, but it does not save you from having to
recompile.

As Al and others have said you could use LVLCHK(*NO), but 
IMHO that would not be wise.
