Unless something in the 400 has been modified the 3196 Keyboard ID
should ALWAYS be set to "00". If it is already set to "00" then you may
not have a 3196 keyboard. According to my notes the 102key keyboard
should be IBM p/n 1390636 and the 122 1390572. These are both US
English.
P.S. There maybe other NEWER/OLDER p/n that will work.
