This issue was discussed pretty extensivly on the list about a month ago.
I believe the consensous solution was to place a character in the last
position of the file on the 400 so the file would always be the same
length.  I know that is more of a work around and not much of a solution.
I suggest you put some sort of hex code in the last positon that has a
corresponding ASCII character.  Remember FTP will do EBCIDIC to ASCII
conversion.
Hope this helps.  If this was not the best way to do it I'm sure you will
