You have to understand the architecture of your applications systems before
you do this.  If the application relies on certain libraries being in the
library list and assumes they are in the system library list when a CHGLIBL
is execute, you may have problems.  For example, assume the library AR#LIB
is in the system library list.  When the user executes the program ARSTART,
it executed a CHGLIBL to replace the user portion of the library list with
AR#FILE, QGPL, and QTEMP.  If you move the library AR#LIB from the system
portion of the library list to the user portion, you will have problems with
the CHGLIBL.

Having said this, we do not normally put applications libraries in the
system library list.

In general, our system library list as set by the system value QSYSLIBL is
SYSMODS, QSYS, QSYS2, QHLPSYS, and QUSRSYS.  SYSMODS is a library we use to
store modifications to IBM commands defaults.

The system creates printer device output queues in QUSRSYS by default.  That
is also where we create our own output queues.  Some people prefer to create
their personal output queues and job descriptions in their own library.  If
they restore their personal library to another system, they don't have to
recreate their output queue and job description.
