IMO, the system portion is reserved for _system_-wide things, and IBM-supplied stuff, as Charlie M. said. Some products, such as ROBOT, put a library of common objects up there. I believe that QGPL gets cleared whenever you update the OS, so it may not be a great place to put user stuff. Is this right?
