AFAIK, if the user that is executing the RCVNETF-command doesn't has
*ALLOBJ authorithy
he can only receive the netfiles that were send to him personally.

For these kind of batchjobs, you could create a "dummy"-profile having
*ALLOBJ authorithy. 
Submit the RCVNETF-program under that user.
Ensure that this profile has no password, initial menu and program. 
Also, remove *Public access rigths for this profile.
This to prevent any security leaks.
