The following appeared as a tip in December 1997, News/400 by Bryan Meyers.

For right justifying
Eval Name = %subst(Blanks:1:%len(Name) - %len(%trimr(Name)))+Name
where Name and Blanks are of equal length character fields.

For centering
Eval Len=(%len(Name) - %len(%trimr(Name)))/2
Eval Name = %subst(Blanks:1:Len) + Name
