Not many details, but some possibilities:
1.  Are you including the COPY DDS-ALL-FORMATS statement to include the formats?
2.  Are you setting the indicator properly? i.e. IN99 of  01-Level-Name?
3.  If using seperate indicator area, are you setting the correct Indicators?

If these don't help, send me a copy of the DDS, the COBOL program, and the error
message from the compile/execution.
