QTMHCVTDB API - Ascii to Ebcdic doesn't work?

Hello.

I've been using the Convert to DB API (QTMHCVTDB) to post from a web page to
an RPG CGI program.  Certain characters don't seem to being translated from
ascii to ebcdic, and I thought that was part of this APIs job.  Is this
something I'll have to do myself?  Or am I missage a PTF?
