I suggest looking at Overlays and Page Segments.  I've worked with overlays 
more than page segments.  The logic I use is the following:
Install the IBM AFP 240 printer driver on your PC.
Print your image to a file using this driver.  Ensure that you go into advanced 
options and select either 'Medium Overlay' or page segment.
Get this file into a shared folder on your 400.
CRTPF FILE(library/WORKF) RCDLEN(8201) LVLCHK(*NO)
CPYFRMPCD FROMFLR(folder) TOFILE(library/WORKF) FROMDOC(docname) TRNTBL(*NONE) 
TRNFMT(*NOTEXT)
CRTOVL OVL(lib/overlay) FILE(lib/WORKF) MBR(mbrname)
or
CRTPAGSEG PAGSEG(lib/pagseg) FILE(lib/WORKF) MBR(mbrname)
To use overlays is as simple as OVRPRTF FRONTOVL(lib/overlay) or CHGPRTF 
FRONTOVL(lib/overlay)
We use this technique for Fax cover sheets on FAX/400.  We also use it on some 
printed documents.  This may limit
what printers may be used for printing the document.

Is it easy to print a Logo with an RPG program?  For example, if I wanted some 
small image to appear on the upper left of a report's print out?  Is there a 
brief and simple explanation around the net somewhere?
