Roger: Servlets are an excellent way of replacing your CGI programs which are quite cumbersome to program. Servlets also produce a stream file of HTML directly to the client, so I see no reason why this wouldn't work either. I have used VisualAge's Servlet Builder to produce web pages with Java Servlets: it's a great technique, and reasonably easy to learn: also you don't have to learn HTML or CGI! For more information, there's an excellent book published by O'Reilly called 'Java Servlet Programming': search Amazon.com with 'Servlet'.
