At v4r2m0 we had some problems with mail:  we'd get a 'clog' in the
outgoing mail to The Internet.  If you look at the SMTP jobs in subsystem
QSYSWRK (?) (there should be 4 of them), the joblog for one of them shows
the messages that were queued when the job started.  ENDTCPSVR *SMTP, then
STRTCPSVR *SMTP and check again-- if you have a clog, the numbers won't
move.

There's a 'fix' that lets you blast the clog out of existence and lets the
remaining mail through.  I don't have the info here at home, but you're
better off calling IBM and letting them tell you all the details.  You can
also start MSF and tell it to flush all pending mail, but that's a bit
excessive.

One thing we found is that ending the TCP server -and- the MSF jobs, then
restarting them both, sometimes worked better than ending one or the other.
