Use any text editor and then FTP the file to the 400.  You can probably use
Client Access, but I never could get that to do any useful file stuff for
me.

Depends on your definition of "free".  Both Aldon (Flex/Edit) and IBM
(Code/400) market products in this area.  Both offer free trial versions on
their web sites (IBM's is via www.software.ibm.com/ad/varpg - I think Aldon
is just www.aldon.com) IBM's has no time limit, Aldon's (I think) is 60
days.
