Faisal,

We've had a port on the controller hiccup and by getting to the system
via modem we could vary off/on the controller.

I would think that an IPL would accomplish the same thing.

You may try IPL'ing in service mode and bypassing the hardware
diagnostics.  I've never done this on an AS/400 but did it plenty of
times on a dying S/36.
