No name  situations- to remember: - - ->
I've seen this  type situation twice before( in  two different parts of the
 country):
Once  we were able to reason with the vendor and it was resolved  when
they understood.

The other is an out right hold up for a BIGGER hardware  purchase plus an
over inflated  price for the software upgrade [Y2K compliant release]. 

This one is not resolved yet  but there are work arounds in  the wings.
