I think companies fail to realise the potential of their current IT
staff. With a bit of good training many people can take the next step
up, and are often very keen to learn.

Some companies aren't willing to take time out of their busy production
schedules to train an operator in RPG/ILE etc... I've been trying to
move
into a Jr. Programmer position, but my company rather hire someone with
2 +
years experience. So... to answer your question; yes, sometimes its
still
can be rather difficult to make a move from operator to programmer.

Question.

How many companies out there that use the AS/400 are actually training
people up. ie taking people on as trainee operators and teching them
everything, taking operators and training them up as programmers in RPG
or other languages.

I know how difficult it was for me to get into 1) operations and then 2)
programming

and was wondering (now that I have been programming for almost 6 years)
if it is still difficult for people with ability to get a start in IT

1. can I assume IS department only?
2. why are the numbers so low? Developers at the
places that I work are permitted much more then
$500 each.
