Three steps to use 'getenv' (this has not been tested but the theory is good
;-):
1) Code the RPG prototype - the simple version would be (columns not correct):
 D GetEnv           Pr                *    ExtProc('getenv')
 D  WhichVar@                         *    Value Options(*String)
2) Use the function in your code:
D EnvData           S               80A    Based(EnvData@)
C                 Eval      EnvData@ = GetEnv('PATH')
3) Compile your code (using CRTBNDRPG if you wish) specifying *NO to the Default
Activation Group Parm and QC2LE for the Binding Directory.  That should be all
there is to it.
