If I'm looking after a system I get very, very unhappy if people attempt to install software through the back door. If I were your sys admin and I were genuinely too busy to install an IBM library (although I have to admit it's hard to conceive how I could be too busy to execute a fundamental part of my job function) I would be advising you to get management to tell me to do it. Management is about the allocation of scarce resources. Make a business case for the allocation 5-10 minutes of the sys admin's time plus the disk space consumed versus the cost to your project of not having access to software your organization has already paid for. Besides, even from a practical point of view the save file is 54MB.
