Sounds like a job for IBM's MQSeries.

I can highly recommend MQSeries for something like this.  It's available
on most platforms (certainly OS/400, NT and many flavours of Unix) and
it can run over either TCP/IP or SNA.  It requires some coding, but
mainly straightforward API calls.  Examples and /COPY members/header
files are provided.

I gather it's very much simpler to use than sockets programming.  You do
have to pay for it, though.

IMHO it's one of IBM's great unadvertised secrets -- a bit like the
AS/400.
