I think you will find that CPF1907 is sent to the Request Processor
and not your program; so you will not get control.  Also the catchall
is 0000 rather than 9999.

If you really want control of system request you may want to look at
the Presystem Request Program Exit Point described in the Work
Management Exit Programs chapter of the System API Reference.
