Yes and no.
 You get one copy of CA with the ops nav cd.
We use this copy to use ODBC for Excel/400 data access only.
We use Mochasoft for emulation and FTP for data transfer.

So yeah you can have ODBC without purchasing CA but you need CA to use ODBC.
Kind of make sense?
