Customer's response you Larry's thoughts:

"The user profile is coded in a batch file, so it
hasn't changed. However there is a NEW wrinkle that is
kinda puzzling...

PKT400 isn't working for anyone lately. Problem is
directly related to user passwords being invalid. They
cannot authenticate against the gateway until the
password is reset and set to not EXPIRE. Even
resetting the password with an EXPIRE switch prevents
the profile from working (usually allows access but
won't allow services to be used until the password is
changed by the user; forces password change screen, in
other words). Something happened to the passwords on
the system during the upgrade, but it hasn't afflicted
everyone.

BTW, we upgraded from V3R7 to V4R3."
