Try changing the job priority setting in the CLS associated to the
subsystem running you batch jobs.

How is the priority for a Job determined when submitted for batch
processing? How do I go about If I want to change the priority of all jobs
submitted to a particular Sub-System from a priority of 10 to 50? (before
they begin execution).
