When you submit the job to batch you specify the job queue to use. The
job queue is attached to a subsytem. The subsystem has routing entries
that define the operating characteristics. One of these characteristics
is the class. The class defines the execution priority (and other
stuff). So, to change the execution priority in the way you want, just
determine the class that's being used and change it (CHGCLS). You can
find the routing entries by displaying the subsystem description
(DSPSBSD) and selecting the option for routing entries.
