The API observes both the QMAXSIGN and QMAXSGNACN system values.  So
if you get an infinite number of attempts it is only because the system
is configured to allow it.  The default behavior of the system is
three tries (QMAXSIGN) and then the profile being used is disabled
(QMAXSGNACN).
