Thank you very much for your post on this Larry.  We just upgraded to V4R4
from V4R1 and we have SF00014 applied and we also loaded C9229440.  We
haven't had any problems... yet... but I don't think I want to find out what
"unpredictable system failure" actually means.

Jim,

  Here is the word from my contacts.  PTF SF00014 is only a problem
for upgrades from V4R1 to V4R4.  Either it isn't used any other time
or the 'broken' part is only used then.  If you have SF00014 the
correction is SF58781 - Apply that rather than removing SF00014.

  THey said they chose simply to have you omit it from the CUM it
rather than mark it defective since if you can run your system with
it, it won't hurt you.
