Actually, the password system limiting values are used in the change program,
before it encrypts the value.

You can set a password to anything, even a disallowed one, by using CHGUSRPRF
and setting the password to whatever you want.

But, using the PASSWORD function it checks the system values for
what your password can and can not be.  It obviously does this before
it encrypts the password.
