Does anyone know what the O/S version requirements are for SQL procedures?

I'm reading a document that states that stored procedures (written in a
high-level language) have been available since V3R1, and that SQL-only
procedures are now available, but it doesn't state which release.

Also, does anyone know if you can return a recordset from SQL procedures?
In SQL Server, you just put a SELECT statement (without the INTO clause) in
the stored procedure, and the results of that statement are passed back as a
recordset to the calling routine.
