RECORD LOCK - HOW TO?

Hello all,
               On one my   program , I am trying to   Purge  records and  do a
Reorganize on  that  Physical file.   Before doing the purge,  I would  want
check for the file lock and if it is locked then I want  to  display  the  user
that  who is locking the file  and ask the user to try later.

                 Could anyone please help on how to accomplise this.

Call from interactive program to display to the user what job has the record
lock.
Use after chain bombs with error status 1218.
