You could try using the routing entry on the SBMJOB command - they'll never
know about that. It will allow the job to run in QBATCH or wherever, but not
in other subsystems.

For instance a rtge of QCMDB would run QCMD in QBATCH, but QINTER/CTL etc
could be changed to run YOURPGM which just reroutes/transfers the job to
QBATCH. You can make YOURPGM do anything including sending a message to the
user saying he's been caught, and then rducing the priority of the job :)

I haven't thought out the details, but it seems workable. We used to use
something similar to allocate/deallocate pool storage on the S/38.
