You can certainly add your own page by adding a program to the users startup
program. THere you can display anything you want.  You can even force it to
display for x number of seconds if you want.

One thing we frequently do is to add several message lines to the IBM Signon
display.  This way you don't need to change the screen to update it, simply
change the text for the messages in the message file.  The nice part about this
is that users see it even if not signed on and also see it at the end of the day
when they sign off.   When the system is down you can start another subsystem
that uses a signon screen with only messages (hide the userid password and other
fields).  To update that screen with status changes, end and re-start the
subsystem.  Beats the crap out of Emailing messages all over that no-one seems 
to
read! (User: "Is the system up yet????", Helpdesk: "Didn't you read your email,
it's been up for an hour!")
