  Yes it's true!

  I know of one organization where personnel not only did all the
interviews, they made all the decisions, until one day:  This guy
shows up in IS and asks the first person he sees (who just happens to
be the manager) where he might find 'The Man in charge around here as
I'm the new top programmer on the job'.  He was pointed to the
managers office and asked if he would like a cup of coffee while he
waited.  The coffee was retrieved and handed to him. The manager then
stepped behind the desk and said: "Hello, my name is Jane and I'm the
manager, please have a seat".  His coding was no better than his
personality, he was gone by wednesday.
