Unless the router is using NAT, in which case there is only one public
IP(the router), and specific ports are passed to an internal IP behind the
router.

In this case the AS/400 would have a private(192.xxx.xxx.xxx) address, and
the router would be set up to pass external telnet requests to it's public
IP address(209.xxx.xxx.xxx) to port 23 on the AS/400.

As far as I know, there IS a way to do this. One of our customers has this
exact setup, and the ISP is able to telnet into the router to make
configuration changes, and to troubleshoot problems.
