not exactly. There is a (sub)system job which runs (see WRKACTJOB)

This appears to manage vary-on/off of lines etc
Looking at the joblog reveals:

Job . . :   QLUS          User . . :   QSYS          Number . . . :   250940

    Vary on completed for device DIS.
    Vary on completed for device ECS.
    Vary on completed for device ELVBROKER.
    Vary on completed for device LESLEY.
