*************** PERSONAL OPINION ******************
#1 What was the programmer's employment contract or other documents state?
#2 In general, I would assume all work done at the employment of a company 
is the property of said company.
#3 I would not mind a programmer using general routines and such in most 
cases.
#4 I would mind taking whole packages  or other  items  that might give a 
competitor a edge.
#5 Showing what I had done as a programmer is different than Using that 
same code. 
#6 As an employer I should clearly state what I will and will not allow.
