Great idea!  All we would need is some syntax for declaring
the characterstics of the parameters, the type, length, valid
values, and so on.  And then a method of storing this information
somewhere where SEU can find it.  And then a runtime mechanism
to validate the parameters and do something sensible if they
are incorrect...  Here is a radical thought, we could even have
a syntax for interparameter validation - If parameter HowMuch is
equal to *ALOT then parameter CreditCheck can only be *YES...

IBM already did all of that.  It is called CL.  We can write our own
commands and we get all the functionality you asked for and more.
SEU already knows how to handle commands.  And you can write your
programs in your favorite language.  And your programs don't
have to validate the parameters because the command analyzer
already did it...

This probably isn't what you were asking for...
