SQL in CL

I would like to use SQL statements to select the records from a file for an inquiry screen.  Is it better to do this within an RPG program with    /EXEC SQL  or within the CL before I go to the RPG program.  If it is in the CL how do I go about doing that - is it through runsqlstm and the source of the select is in QSQLSRC or can I directly put my select statements in the CL somehow?   Or last but not least am I just better off performance wise just using SETLL and CHAIN in my RPG???
