runrmtcmd

I am having trouble with runrmtcmd.  It was working fine on our 2nd AS/400 system until we moved it.  I think it is just some server part not started back up, but I don't know what.    I can ftp to the other AS/400 but I can not do runrmtcmd

 R) RMTPWD()                                                               
 A remote host refused an attempted connect operation.                     
 Command did not complete successfully.                                    
 Command did not complete successfully.                                    
                                                                           
 What do I need to start to get this working?
